Striking hard rock veins. Multinational Corporations and Miners’ Unions in Mexico and the United States, 1906-1952

ABSTRACT

This paper analyzes simultaneous strikes during the first half of the 20th century in North America. The transformation of production in copper, lead, zinc, and silver mining districts determined the formation of a working class that operated between Mexico and the United States. Therefore, the labor conflicts combined market circumstances and management-imposed homologation of work structures across firm divisions with the international coordination of miners. The paper describes the emergence, growth, and demise of a regional industrial system.     

Employer associations: collective bargaining,services and power in historical perspective: the case of the EEF in the UK

ABSTRACT

This paper makes two major contributions: firstly, following on recent research, it offers a more detailed critical analysis of the historical role and structure of Employers’ Associations (EAs), concentrating on a detailed analysis of the range of member services offered by a local Employers’ Association within the Engineering Employers Federation (the EEF) during the 1970s. This focus is in contrast to the literature which has concentrated on the EAs national or ‘central peak’ level. It secondly addresses the ‘countervailing power’ hypothesis, and in so doing it illustrates the key roles of the disputes procedure. The study, as a typical or representative case, uses a qualitative methodology of documentary research combined with triangulation interviews of former officials: evidence which has so far not been prominent in the literature. This paper is, therefore, a significant addition to our understanding of these institutions.     

The Baha’i minority in the State of Israel, 1948–1957

This article examines the virtually unexplored topic of the Baha'i religious minority in Israel's early statehood period based mainly on primary source documentation. It will be argued that while the number of Persian Baha'is in Israel after 1948 was minuscule — even smaller than the similarly minuscule Circassian and Armenian populations — the non-Arab and non-Muslim identity of the Baha'is, the lack of any historical antagonism between the Baha'is and the Jews, a shared history of marginalization in the modern Middle East, the Baha'is' principled commitment to non-violence as a basic tenet of their religious faith, their complete neutrality leading up to and including the 1948 War, (and their support for Jewish statehood after it), their lack of proselytizing in the state of Israel, and the fact that nearly all of their high-ranking administrators in post-independence Israel hailed from the United States — whose support Israel sought — led the state to cultivate this minority to a degree few other minorities experienced in post 1948 Israel.

A study of the flight and return of most (excommunicated) Baha'i adherents during and after the 1948 War, respectively, will form part of a separate, forthcoming article.     

Premenstrual tension as mitigation in a criminal case.

A woman pleaded guilty to road traffic offences and was sentenced to be disqualified for holding or obtaining a driving licence for six months. Her appeal against that sentence was allowed on the basis that she was suffering from premenstrual tension at the time of the offences, and that the disqualification imposed was neither necessary nor appropriate.     

Actuarial status of the HI and SMI Trust Funds

This article is adapted from a summary of the 1984 annual reports of the Medicare Board of Trustees. It presents the actuarial status of the Hospital Insurance (HI) and the Supplementary Medical Insurance (SMI) Trust Funds. Although the Social Security Amendments of 1983 have made the HI program potentially less vulnerable to excessive rates of growth in the hospital industry by providing the Secretary of Health and Human Services some discretion over the level of payments to hospitals, the Board found the financing schedule for the HI program barely adequate to ensure the payment of benefits through the end of this decade if the assumptions underlying the estimates are realized. The Board found the SMI program to be financially sound, but it noted with concern the rapid growth in the cost of the program and the extent to which general revenues have become SMI's major source of financing. For both HI and SMI, the Board recommends that Congress consider ways to curtail the rapid growth in program costs.
